SPRINGFIELD – Aiming to make reproductive health care more accessible for young adults, State Senator Celina Villanueva spearheaded a measure that would expand access to contraception and other essential services directly on campus.
“Our job as legislators is to listen and act—and students have been clear: they need care that meets them where they are,” said Villanueva (D-Chicago). “This proposal ensures they can get the care they need where they are—on campus and on their terms.”
House Bill 3709 would require all public colleges and universities in Illinois to ensure students have access to health care professionals authorized to prescribe both contraception and medication abortion beginning in the 2025–2026 school year. For campuses with on-site pharmacies, those pharmacies would be required to fill prescriptions for these services if a student prefers not to use a third-party provider.
In addition, the legislation would mandate that student health service websites include clear and accessible information on how students can obtain reproductive health care on campus.
“This legislation is rooted in student activism,” Villanueva said. “Young people raised their voices, organized, and demanded better access to care. They understand the barriers better than anyone—and I’m proud to help deliver the change they’ve been fighting for.”
House Bill 3709 passed the Senate Friday.
